Jesus asks Peter again, "Peter, do you 'love-Agapeo' me?"
And Peter says, "Lord you know I 'love-Phileo' You."
"Feed my sheep"
But the third time Jesus asks, He changes His tune to fit Peter.
"Peter, do you 'love-PHILEO' me?"
And Peter answers, "Lord, You know everything. And You know that I 'love-Phileo' You."
"Feed my sheep"

Perhaps Jesus is gving Peter a chance to reafirm a denied love, but even more, Jesus is reafirming His love for Peter. And even when Peter is unable to love the way Jesus loves, Jesus stoops to Peter's level; and at each answer, reminds him that though Peter's love may be weak, Jesus still sees him fit for ministry.
"Feed my sheep."
It's Jesus' love that changes Peter, not the other way around.

"Peter, do you Agapeo me?"
"Lord, you know that I Agapeo You!"

His love is greater than our weakness.
