Tullienalennussopimus EU:n ja USA:n välille

Nettikaupassa asiointi on yleistynyt. Esimerkiksi suomalainen voi ostaa Yhdysvalloista semmoisia tuotteita, joita ei Suomesta saa, esimerkiksi ulkonäöltään huomattavasti Suomesta saataviin verrattuna kauniimpia värikkäämpiä vaatteita. Hintataso siellä on huomattavasti täkäläistä halvempi, mutta valitettavasti tulli pysäyttää paketteja usein.

Vaikka kauppa Euroopan Unionin ja Yhdysvaltain välillä on hyvin vilkasta, on Yhdysvallat tästä huolimatta viimeisiä sellaisia maita, joidenka kanssa Euroopan Unioni ei ole solminut tullienalentamissopimusta. Ei ole kaukana menneisyydessä myöskään se aika, jolloin Euroopan Unioni sovelsi yhdysvaltalaista alkuperää oleville Yhdysvalloista tuleville lähetyksille jopa 17 prosentin rangaistustullia normaalien tullien ja arvonlisäverojen lisäksi, ja maksumiehiksi joutuivat täysin syyttömät unionikansalaiset, joilla ei ollut mitään keinoja vaikuttaa sen amerikkalaisen lain säätämiseen, jota EU vaati USA:ta kumoamaan tällaisella sanktiolla.

Lisäksi kaikista muista materiaaleista paitsi nahasta valmistettujen vaatteiden tullimaksu tuotaessa maasta, jonka kanssa Euroopan unionilla ei ole tullienalentamissopimusta, eli esimerkiksi Yhdysvalloista, on peräti niinkin korkea kuin 12 prosenttia. Ja se ja 22 prosentin arvonlisävero rapsahtavat maksuun heti kun sekä tuotavan tavaran arvo ylittää 22 euroa että nämä maksut yhteensä ylittävät 10 euroa.

Me allekirjoittaneet vaadimme Euroopan Unionia ryhtymään toimenpiteisiin
1. vaatteiden tulliprosentin pudottamiseksi alaspäin nykyisestä kahdestatoista myös tapauksissa joissa tullienalentamissopimusta ei ole solmittu;
2. tullienalentamissopimuksen solmimiseksi Yhdysvaltain kanssa pikaisesti; ja
3. verottoman ja verotettavan tuonnin rajana olevan pakettikohtaisen arvon huomattavaksi korottamiseksi nykyisistä 22 eurosta.

Internet has increased cross-border trade. As an example, a Finn can buy such products from the United States Of America, which are not available in Finland, for example such clothes that look better and have prettier colors than those ones available in shops here in Finland. Prices there are significantly cheaper than here on the other side of the Atlantic, but unfortunately customs stops parcels too frequently.

Though cross-border trade between European Union and United States is of high volume, United States is despite this one of the last countries, which European Union has no Customs Duty Lowering Treaty with. Also, not too long ago, European Union even applied a 17 percent extra customs duty for products both originating and coming from the United States Of America, in addition to regular duties and taxes applicable, and those people who had to pay for this were such European Union citizens who were completely innocent to the crime which this was supposed to be a punishment for, who had absolutely no means to interfere with the legislature which passed the law, which EU wanted USA to abolish, by applying this kind of sanctions against the USA.

Also when importing clothes made of anything else except leather from such countries, which European union has no Customs Duty Lowering Treaty with, for example from the United States, is even as high as 12 percent. Together with a VAT of 22 percent this amount is to be paid whenever both of the following two conditions are met: the parcel must be worth more than 22 euros and the duties to be paid must exceed 10 euros.

We, the undersigned, hereby demand, that the EU DG Customs And Taxation Union should immediately initiate processes
1. to lower the customs duty of clothes from current 12 percent to significantly lower rate also in those cases where no Customs Duty Lowering Treaty has been signed with the country of origin of the clothes;
2. to sign a Customs Duty Lowering Treaty with the United States Of America immediately; and
3. to raise the limit which is currently at 22 euros, which the parcel must be worth in order for the customs duties to be charged.
